I'm not sure they really know what they want anymore. Maybe Kripke wanted sam to be all that and bag of cheaps but it never happened and the writers now have to accept it and go from there and stop pretending that sam is captain empathy. Without that this character is not necessary anymore. He played his part and there's nowhere they can explore him. Otoh Dean... but that's the very different story :)
